Burbank Water and Power (BWP) has had in place since 2001 a Solar Support Rebate program to encourage residents and businesses to set up their own solar photovoltaic systems. Anyone in Burbank is qualified for the program. Through this program BWP provides a rebate that helps compensate for the purchase of a solar photovoltaic system.
At present only solar photovoltaic systems are eligible for the rebate program, so solar thermal systems used to heat water don’t qualify. BWP doesn’t recommend specific contractors or equipment when it comes to installing a solar photovoltaic system on one’s property.
The PV system must be between 1 kW and 1,00 kW CEC-AC, and its primary goal is to offset part or all of the customer’s electricity demand. The PV system must generate no more than 100 percent of the customer’s average energy consumption, which is indicated on the BWP billing record.
PV systems installed under the previous Solar Support Rebate program qualify for additional solar capacity. The customer is required to submit a new application, and all current requirements will apply. The BWP prohibits attaching additional panels to an existing inverter.
The solar PV system must be permanently installed at the same location as where the customer’s electricity demand is. The BWP also requires that the system to be connected to the electrical power grid.
Customers who apply for Burbank Water and Power’s Solar Support Rebate must own the PV system, as solar power obtained from a third-party solar photovoltaic system is disqualified from the program.
For systems up to 30 kW, upfront payment is provided based on the system’s expected performance. The standard rate is $3/watt AC if the customer wishes to keep the REC or $3.50/watt AC if the customer grants the REC to the utility.
For systems over 30 kW, a performance-based rebate is paid over a five-year period. The standard rate is $0.414/kWh if the customer wishes to keep the REC or $.0483/kWh if the customer gives the REC to the utility.
